Obtain Topographical / Geodetic Survey

Topographic Surveys are used to identify and map the contours of the land plot. Its purpose is to serve as a base map for the design of a building. It also shows the boundary lines and is used by designers to accurately show the required setbacks. It is used for the site plan, which is a mandatory requirement for all construction.

Obtain preliminary fire safety approval
Agency: Directorate General of Civil Defense, Royal Oman Police
The following documents are required:
- A copy of the surveyor’s sketch
- A copy of the title deed indicating the nature of the construction, or an approval of the site and the project from the authorities concerned
- A sketch plan of the project indicating the built area, the neighborhoods, and the heights. This plan will be reviewed to ensure that it is consistent with the safety norms. Following the initial agreement on the plan, the consultants will produce five copies of it for approval.
An initial approval will be given for implementation of the project.

Obtain site plan approval
Agency: Ministry of Housing (MOH)
Before submitting the building application and obtaining the building permit, BuildCo must obtain the site plan approval from the Ministry of Housing (MOH).

Obtain building permit
Agency: Muscat Municipality
BuildCo must submit the following documents along with its application for a building permit to the Engineering Affairs Section of the Muscat Municipality:
- A copy of land ownership and the original of the ownership.
- •A copy of the survey drawing
- Civil card for the individuals/ the companies commercial registration/ the authorization in the case of inheritance.
- Architectural and structural maps and structural accounts.
- Other authorities approvals according to the project.
- Soil testing report for buildings that are more than three floors.

Obtain permit to start construction work

After receiving the building permit, and before starting the actual work on the site, BuildCo must obtain a permit from the municipality to start the construction work.

Request and receive inspection for foundation

BuildCo must request the inspection from the municipality at the foundation stage.

Request and receive inspection for beams
Agency: Muscat Municipality
BuildCo must submit a request to the Municipality who will conduct an inspection at the beams stage.

Request and receive inspection for first roof
Agency: Muscat Municipality
BuildCo must submit a request to the Municipality, who will conduct an inspection after the first roof stage is done.

Request and receive inspection for second roof
Agency: Muscat Municiaplty
BuildCo must submit a request to the Municipality, who will conduct an inspection at the second roof stage.

Obtain fire safety and security approval for construction site
Agency: Directorate General of Civil Defense, Royal Oman Police
A Civil Defense team visits the site to ensure that safety requirements are satisfied and gives its final approval. In addition to the application BuildCo submits online, the following documents are required:
- A copy of the marketing certificate issued by Civil Defense to the supplier of the safety equipment installed in the building
- A copy of Civil Defense’s certificate issued to the company that carries out the installations
- A certificate or letter from any company licensed by Civil Defense to ensure that the fire equipment inside the building is tested

Request and receive final inspection from Municipality
Agency: Muscat Municipality
In order to obtain the construction completion certificate, the Municipality has to make a final inspection and issue the completion certificate.

Obtain construction completion certificate and letters for utility connections
Agency: Muscat Municipality
The supervising engineer/consultant submits a written notification to the Engineering Affairs Section of the Muscat Municipality that the building has been completed. The Engineering Affairs Section reviews the engineer’s report to check that the building complies with the building permit and conducts a final inspection. The Municipality will then issue the certificate of completion. This certificate is necessary to obtain the final utility connections.

Public Authority for Electricity and Water will make the connections after receiving the letter for utility connections

Oman Wastewater Company SAOC / Private companies will make the sewage connections for BuildCo.
