Request earthmoving permit from the Environmental Protection Agency (EPA)

Required documents are the HPO permit, lease, land owner’s permission, and a full set of plans/drawings. The Environmental Protection Agency (EPA) determines whether the project should be raised at the board meeting. The board meets once a month. Generally EPA permits are required only for earthmoving or sewer installation.
An earthmoving permit is required whenever earthworks are carried out by mechanical means. If deemed necessary by the EPA, a detailed plan must be submitted, indicating, but not limited to, the amount of earth to be moved, drainage, disposal, and erosion control. The EPA also carries out inspections if a septic tank is used, and the EPA requires plans of the tank and leach field. Prior to the issuance of any permits, a percolation test is also required for the area where the leach field is located.

Apply for water and sewage connection

The Central Water Supply System of the Pohnpei Utilities Corporation (PUC) services the urban center of the Pohnpei State as well as the nearby areas of Sokehs, Nett, Uh Municipality and a portion of Madolenihmw Municipality along the main roads. Its raw water supply line consists of 15,170 ft of 16” HDPE, 2,990 ft of DI Pipe and 12,180 ft of 12” AC pipe. The potable water is distributed through a network of 2 inches to 12 inches diameter pipelines extending approximately 43 miles.
The PUC also manages the wo independent wastewater treatment systems that operate in Micronesia.
In order for a new building to connect to the existing water supply and drainage system the applicant must file a copy of the land lease, the HPO and the EPA permits.
