Apply for building permit and request inspection to verify the survey plan (plan croquis)
Agency: Service Topographique (Service de l’Urbanisme)
The architect applies for the building permit and requests an inspection for the “Plan Croquis” at the same time from the Service Topographique (Service de l’Urbanisme). The surveyor will visit the land and draws the plan site.

Receive inspection by the Commission
Agency: Commission de l’Urbanisme
The Commission de l’Urbanisme includes the Services des Domaines, Service de l’Urbanisme et Département des Travaux Publics. They will jointly visit the site. This visit will determine whether the land meets all the requirements and that the information provided in the documents correspond to the characteristics of the plot of land. If everything is in order, the 3 agencies approve the application and sign the document. The document is later submitted to the Prefecture for signature for final approval.

Obtain building permit
Agency: Préfecture d’Urbanisme, Service des Domaines
To obtain a building permit, a dossier (including three copies of the documents) should be submitted. This dossier should include:
- A certificat d’immatriculation, certifying the ownership of the property, not older than three months
- Acte de vente or acte de notoriété: public documents that prove the ownership of the land
- Plan croquis
- Architectural plan including: foundation plan, coupe transversal, façade principale and perspective
- An estimation of costs

Request and receive municipal inspection at the start of construction
Agency: Service des Domaines
This includes an inspection by the Municipality (services des domains). There are no unplanned or unannounced inspections. The site is inspected according to the plans submitted during the approval process.

Obtain certificate of conformity

BuildCo must receive approval from the local authority that the warehouse has been built in compliance with the building plans submitted.

Request and obtain water connection
Agency: MAMWE
BuildCo requests the water connection from the Comorian Company for Water and Electricity (MAMWE)
Time and cost: 56 days, KMF 54,750
Build septic tank
Agency: Private firm
BuildCo has to build a septic tank due to the lack of sewage network.
Time and cost: 11 days, KMF 215,000
Register the building with the Ministry of Finance (Service des Domaines)

BuildCo must register the building at the Ministry of Finance (Service des Domaines)
